Railroad Agent
A former safe house caretaker, Poe lived in a re-enforced subway station, with his Mr.Handy, Pendleton.
Prior to the Institute raid on his home, he ran a pirate radio station, with a dummy signal coming out of Goodneighbor. The station was mostly an esoteric collection of music and found audio, but also a platform for coded messages used by the Railroad.
Since the raid on his home he has been bumming around Goodneighbor attempting to recover from losing damn near everything.
